Well, it's not finished.

And I assume that it will be for purchase. To do all this work and then give it away? He'd be crazy.

As Porcius correctly points out, the game is not done yet. And while I might be so crazy as to give it away  :D, it will most likely be available for purchase through some strategy game publisher.
